so you want to learn about danganronpa v3's ages?
here i will go over how people view v3's ages, and why people feel they are adults.

what is danganronpa?
now, i know anyone thats reading this probably knows what danganronpa is, this is get to disclose parts of the other games plot lines, and inevitably, effects v3's plotline.
danganronpa trigger happy havoc and super danganronpa 2 have similar storylines waking up in a highschool classroom, going through a killing game to find out, at the very end, that all of them were friends before, and that their memories were wiped. years of their lives were wiped out of their memory.
Makoto's class ( class 78 ) ended up being about 2 years older than their freshman age. makoto was 18 starting highschool at hopes peak, then revealed to be 20 in chapter 6 via Junko and the DVD that showed the class agreeing to stay in Hope's Peak during the indecent.
Hajime was apart of the Reserve course, however he will be grouped with Nagito's class ( class 77-b ) as he was the same year and age as them.
Hajime's group was one year older than Makoto's, following along with the idea that they had started at Hope's Peak a year before Makoto. Though, due to how much longer Hajime and friends were in the real world, they were 22 by the time they were caught and put into the neo world program, where they had their memories wiped of everything, just like Makoto and friends did.
They started at the first day of school, believing they were younger than they actually were.
what does this have to do with v3?
Simple, there is no reason for Kodaka ( creator of Danganronpa ) to suddenly change plot lines completely. V3 still follows memories being wiped, we just dont know how many years were taken off, as it still remains a mystery.
However, with this knowledge of how the highschool works in the Danganronpa Universe, we can conclude that the V3 cast, if they truthfully are starting highschool just to end into a new killing game, would already be adults / 18 years of age.
I know this isnt enough though, so lets go deeper.

Danganronpa V3: Killing Harmony
V3 is unlike the other 2 main games though, as it is revealed in the last chapter that it was just a show, which - goes into them being adults pretty easily!
While, like the us, there are child actors in Japan, to be in a serious adult tv show, such as Danganronpa would have been, you must be 20 years of age to sign a contract, somewhat similar to America.
( the age of adulthood in japan is 20 )

ryoma mentions being on deathrow straight out of the get go - you have to be 20 to be on death row in japan
and, as ryomas birthday is July 1st, would make him the middle aged one of V3.
next, we have the wonderful kirumi.
she was first a maid, and was the shadow of the prime minister of japan, and worked to make the quailty of life better for everyone, so much so, that she became prime minister ( however, it was never announced to the public )
the minimum age to become prime minister is 25 in japan
and lastly, kaito momota, luminary of the stars.
in kaitos promotional art, hes shown smoking a pipe, that looks like a kiseru, traditionally used in japan as a tobacco smoking pipe. you have to be over 20 to legally buy this product. and which couldve led to his lung cancer. if so hed have to have done it for a while, starting in mid to late teens. as it wouldnt show up suddenly, even as a teen.
though he couldve already had something and ended up not caring, so he decided to engage in it anyway.

the ultimate academy for gifted juveniles
not only do the ultimate talents have something to do with it, but the Ultimate Academy for Gifted Juveniles is not a highschool it is a college
lets talk more about that
the UAGJ ( for short ) is not set up like a normal highschool, is this enough to discard it? not unless you look more into it, lets continue
so, while similar to hopes peak, they both share rooms to sleep in, this isnt enough to go off and say its a college, however the difference in the research labs.
in hopes peak, there is class rooms, but nothing for their specific talents. highschools dont have a variety of rooms for talents like colleges do, even in the real world.
the UAGJ is set up as a college, with a courtyard, the labs, casino, and hotel kamusutra
why is this important? why would a normal highschool have casino or a love hotel?
drthh nor sdr2 had such an explicitly adult venues. the worst you could do in the games is get their underwear.
remember, you have to be over 20 to play in the casino. and hotel kamusutra speaks for itself.

the gofer project/ultimate hunt
the gofer project - the goal of this project was to save human kind by sending 16 young, talented, upstanding high school students. these students were called the adams and eves of the new world - though, they didnt want to go, because they would have to leave their friends and family. so, these students wiped their own memory, so they could abandon their ultimate talents, and live as normal high school students. though, sadly, they got captured, sent on the ark (also known as: the ultimate academy for gifted juveniles)
it is emphasized that they were teenagers before the ultimate hunt, which i agree with. they wouldnt have access to a memory wipe system at a young age though, unless they were great at getting into places they dont belong, as none of them have a ultimate talent to make one themselves.

the ark is a spaceship, created to take these students to another planet. it was created for the gofer project - and the UAGJ is apart of it, its where they were supposed to sleep and stay until the ark found a suitable planet for them to stay and live on.
this is why hotel kamusutra is a thing these students were expected to continue on life, and so, they needed somewhere spicy to make that life
however, before all that could happen, the ark was hacked by monokuma, and steered back to earth, and by the time it reached earth, it had been hundreds of years, and earth had already been fully destroyed.

rantaro and tsumugi are the only ones that are said to have joined in another killing game, which, if we go off of you having to be 20 to join, they would be older. however this doesnt confirm that they are the only adults with the fact there is so many other things that point to the entire cast being older - they dont all have to be the same age
danganronpa is an anime style game, the only way for them to really make the characters look older is to give them bigger chest for females, or facial hair for the males. and not everyone would look good with it.
kokichi doesnt look 12, the biggest thing i see people say with him looking young is his height. and, while he is small, his height doesnt define his age - please get a better reasoning
then thats fine! this isnt to change anyones mind on if you see them as adults or not - this is just to make sure people understand why people view them as adults. youre valid if you see them as minors - dont push that onto everyone though if you see someone doing something you dont like? block them unless they are harming another person
things to still take into consideration:

love suites - although not canon, why would it be in a game full of minors? have you seen some of the suites?
